Helvetas Nepal is looking for a Finance and Administrative Officer for its Enhanced Skills for Sustainable and Rewarding Employment (ENSSURE) project in Lumbini Province, Dang. This position will ensure effective financial management, procurement, logistics, and administrative support. The officer will assist the Province Manager with human resources and provide backstopping support to provincial and local governments in procurement, training, and fiduciary risk management.

Key Responsibilities

• Follow Helvetas policies, guidelines, and manuals on finance, administration, and compliance
• Implement and monitor the provincial office accounting system and financial reporting
• Prepare budgets, financial statements, payroll, tax submissions, and reconciliations
• Support public financial management for provincial and local governments
• Manage procurement processes, contracts, and inventory of office assets
• Oversee general office administration, logistics, insurance, and support staff supervision
• Review financial reports from partner organizations and provide feedback
• Support HR processes, including recruitment, staff records, and performance evaluations
• Coordinate with partner organizations, consultants, and vendors
• Assist with external audits and ensure accurate documentation

Eligibility to apply

Education:

• Bachelor’s degree in Business Administration, Management, or Commerce

Experience:

• At least 3 years of financial management experience in a similar role
• Prior experience with public finance mechanisms is an advantage

Skills Required:

• Strong knowledge of accounting principles and standards
• Proficiency in VAT and tax rules in Nepal
• Financial reporting and budget monitoring
• MS Excel and accounting software skills
• Strong interpersonal and teamwork skills
• Fluency in English and Nepali (spoken and written)
• Ability to handle pressure and manage multiple tasks

Preferred Knowledge:

• Experience with I/NGO and government finance systems
• Knowledge of procurement and fiduciary risk management
• Commitment to gender equality and social inclusion
