Digitalization of Social Behavior Change (SBC) Tools – Nurture Every Future/POSHAN Project

CARE Nepal is inviting Expression of Interests (EOI) from qualified firms to design and implement digital social behavior change tools to improve health, nutrition, WASH, and empowerment outcomes for women and children in Nepal.

CARE Nepal, as part of the Nurture Every Future/POSHAN Project, supported by the Latter-Day Saints Charities (LDSC) and implemented with iDE, seeks partners to digitalize its Social Behavior Change (SBC) tools. The project addresses nutrition and health challenges by expanding access to timely, trusted, and culturally appropriate information through digital platforms.

The initiative focuses on empowering women of reproductive age, especially pregnant and lactating mothers, as well as caregivers of children under five, by offering inclusive and accessible digital learning channels.

Contract Period

The assignment will run for 10 months, starting in August 2025. This includes 4 months of system development and 6 months of technical backstopping and rollout support.

Scope of Work

The selected firm will support digital social behavior change communication (D-SBCC) for nutrition, WASH, agriculture, and gender equality.

Specific Deliverables/Requirements

• Development of animated videos on maternal care and case management
• Integration of SBC messages related to health, nutrition, WASH, GESI, and agriculture
• Review and alignment with existing apps or platforms (e.g., Poshan Sathi)
• Research with target audiences on communication preferences
• Functional multilingual digital platforms (Nepali, Maithali, Bhojpuri, Tharu, Abadhi, etc.)
• Dashboard/analytics for monitoring
• Training for CARE, iDE, and local partners
• Technical backstopping, upgrades, and sustainability planning
• Final implementation report

Key Responsibilities

The organization must design, customize, and implement inclusive digital tools aligned with the project’s three objectives:
• Increase equitable consumption of safe and diverse diets
• Improve access to quality health and nutrition services
• Strengthen the delivery of nutrition services and supplies by the local government

Qualifications and Experience

Organizations must demonstrate expertise in D-SBCC, ICT4D, and digital health interventions.

Qualifications and Experience

• Minimum 5 years’ experience in digital SBC or ICT4D
• Expertise in IVR, AI chatbots, mobile surveys, and radio integration
• Proven record with INGOs and government health/nutrition programs
• Ability to create content in multiple local languages
• Presence or operational capacity in Nepal
• VAT registration, company registration, and latest tax clearance

Team Expertise

• GESI, sociological, and anthropological experts
• Communication expert for digital tools
• Information technology expert
